First-Year Applicants

To qualify for HEOP, applicants must be New York State residents, and meet academic and financial criteria; the HEOP program provides broad and varied educational and social experiences to capable students who, due to academic and financial limitations, would otherwise not have an opportunity to attend college. 

Academic Eligibility is determined using a variety of criteria including, but not limited to: 
» High School Average 
» SAT/ACT Scores* 
» Regents Scores (if available)  
» Class Rank (if available) 
» Personal Interview 
» Writing Sample 
» Motivation for Success in College 

*Please note that test scores will NOT be required for students applying for the 24-25 academic year. However, if you wish to submit scores they will be used as a part of a holistic review process and only scores that will benefit you will be considered


Economic eligibility is determined by guidelines issued by the New York State Education Department.  These guidelines are based on family income and the number of people in the household.

Financial documents supporting this information will be required prior to any offer of admission

Eligibility for students first entering college between July 1, 2024 and June 30, 2025

                  

Please note that for first-year applicants, a maximum of 15 transfer credits can be accepted, and students who have earned a prior degree are not eligible for HEOP
