Elegibility for HEOP


First Time Freshman Applicants


To qualify for HEOP, applicants must be residents of New York State and be both educationally under-prepared and economically disadvantaged.  Candidates are considered educationally under-prepared if they do not qualify for admission to Le Moyne based on regular admission criteria.  However, there must be some indication of potential to succeed in college. 

The following chart outlines some objective criteria that students accepted in the HEOP generally meet:*

Whether an applicant is considered economically disadvantaged is determined on the basis of income guidelines issued by the New York State Education Department.  These guidelines are based on family income and the number of people in the household.

Applicants are required to provide, in advance of acceptance, the Free Application for Federal Student Aid (FAFSA) along with a copy of their 1040 income tax form and documentation of all nontaxable income to verify their financial eligibility.

Eligibility for students first entering college between July 1, 2015 and June 30, 2016

Number of Members in Household Total Annual Income in Preceding Calendar Year
 3  $37,167

Add $7,696 for each family member in excess of 7.

In order for an applicant to be eligible for HEOP, his or her family income must not exceed the guidelines listed in the chart.

HEOP Transfer Students

To transfer into HEOP at Le Moyne, students must:

  • Have been in an opportunity program (HEOP, EOP, SEEK, etc) at their previous institution.
  • Status verification is required before final acceptance into Le Moyne's program. 
  • Complete the regular Le Moyne transfer application. 


Transfer students should submit completed applications by August 1.  However, it is recommended that students apply earlier than August 1, as there are limited spaces available to transfer students.
